In 1999, Scott Enterprises purchased 12 acres of prime Bayfront real estate at the northeast corner of State Street and the Bayfront Parkway, formerly the Penelec site. Working alongside Weber Murphy Fox Architects, Scott Enterprises developed the vision for Harbor Place—a transformative mixed-use development designed to redefine Erie's waterfront and serve as a catalyst for continued economic growth in downtown Erie.

Harbor Place is being developed in multiple phases and, upon completion, will include hotels, restaurants, corporate offices, retail space, residential housing, parking garages, recreational amenities, and vibrant public gathering spaces, creating a true live-work-stay-play destination along Presque Isle Bay.

Phase One of Harbor Place has been successfully completed with the opening of the Hampton Inn & Suites Erie Bayfront in August 2020. The waterfront hotel is home to 95 guest rooms, meeting space, an indoor pool and fitness center, and is topped by Oliver's Rooftop, an award-winning restaurant and bar that opened in December 2020. In 2021, Oliver's Beer Garden expanded the destination with seasonal outdoor dining, live entertainment, and waterfront experiences.

With the success of Phase One, Scott Enterprises is now preparing to begin Phase Two with the construction of the AC Hotel by Marriott Erie Bayfront. The upscale hotel will introduce modern accommodations, additional meeting and event space, and a signature rooftop restaurant and bar overlooking Presque Isle Bay. The project is being supported through $7 million in CRIZ funding approved by the Commonwealth of Pennsylvania and the Erie CRIZ Authority, marking another major milestone in Harbor Place's continued development.

When fully realized, Harbor Place will represent more than a $200 million investment in Erie's Bayfront, generating significant economic impact through new jobs, increased tourism, expanded business opportunities, and continued revitalization of downtown Erie.
